(presentation at the World Exhibition EXPO-2005, Japan, Nagoya, Section of Japan)

I came from Moscow, Russia in order to tell you about the Noosphere Spiritual Ecological World Assembly, which I have the honour to head and represent in a lot if international forums, including the Global Forum of the Earth in Johannesburg. I also intend to brief you on the principal aims and targets of the Organisation and to substantiate necessity for unification of the mankind’s efforts for saving and changing the life on the Earth. My participation in the event of such importance as EXPO-2005 has become possible thanks to invitation by Mrs. Mayumi Jingu the leader of the Planetary Academic Federation (PAF). I appreciate very much Mrs. Mayumi-San’s invitation and the program prepared under her guidance. Our organisation – the World Assembly represented by Russian and American Offices (senior co-ordinators Sophie Blank and Jean Packman) would also like to express our gratitude to Barbara Woolf, the founder of the Global Meditations Network, and Prof. Hideo Nakazawa, the executive officer of the Goi Peace Foundation for their assistance and council in preparation of the NSEWA papers for presentation at the EXPO-2005. We would suggest to unite the above mentioned organisations’ efforts (including those of the Planetary Academic Federation) into realization of programs pursuing very similar joint goals.

Organisation that I have the honour to represent here the NGO World Assembly emerged as a necessity realized by its leaders who understood that urgent measures were needed for saving and harmonic development of the civilization, that the mankind is gradually being swept by the global systemic crisis – spiritual, political, economic and ecological. We are not superposing ourselves to the power structures by declare our readiness to co-operate with the powers because only together, having united our efforts globally we would be able to overcome the crisis and to solve the problems facing the mankind. Apart from that you are aware that the European Council’s Special Session took decision to increase the role of NGOs in the social life.

The screen displays the World Assembly structure: it is subdivided into the large blocks, namely: the “Planet of People – New Humanity” Movement, “The Living Earth” International Foundation and the Co-ordinating organ for all – “Noosphere Spiritual Ecological World Assembly”.

The Movement “Planet of People – New Humanity” puts before itself a task of unification into the common spiritual-sensual space of all earth-dwellers who realized necessity to act as the solid unit, and who understand that Planet Earth is a spaceship bearing aboard itself the whole Mankind. It’s just obvious that this spaceship should be steered not only by educated but people of high spiritual value who wholly realize their responsibility before their ancestors. Such spaceship construction and steering should be performed upon scientific foundation just it is being done for the manned orbiting space stations. This scientific direction was developed by the Russian Professor A.P.Fedotov, who is a member to the World Assembly and its name is “Globalistics” (please, do not mix with “Globalisation”!). Thus according to Globalistics the anthropogenous load per square Km. should not exceed 70-75 KWT. .

International Foundation “Living Planet” aims to assist in solving problems of the Planet Earth’s resurrection as у living organism that currently finds itself in the state of chronic illness caused by the human activity. I recollect words of Fiodor Koniukhov, the world known traveller, writer and artist, who considers his spiritual teacher and tutor Mr. Naomi Uemura - Japanese traveller. While being handed the Credentials of the MSEWA acting member, he said: “when I circled the Earth for the fourteenth time in the solitary round-the Erath sailing trip, I saw the flocks of dolphins and whales who accompanies my boat. And the following thought came repeatedly into my mind: their existence does not bring any harm to their environment, i.e. the Ocean, which is their dwelling place. Why then the Man, who is supposed to be the clever creature is constantly cutting the branch, he is sitting on? Why Man behaves as if he is persistently trying to destroy the place of own habitat, to put an end to it as soon as possible? I could not find the answer neither with the whales, nor with dolphins, nor with the Man”. The “living Earth” Foundation as if answering Koniukhov’s questions is putting before itself a principal goal – to render real efficient assistance to the Planet in order to allow it to survive despite the aggressive attitude and behaviour of the people towards it.

The third, co-ordinating structure of this block – the World Assembly gives utmost priority to Man and Mankind, their rights and what’s even more important – their duties to safeguard their common home – Planet Earth. To reach such goal the Russian scientists attempted to establish legislative base of the new type in the form of the Universal Noosphere (noosphere – is the sphere of conscience) Spiritual-Ecological Constitution, where for the first time in the world’s legislative practice the definitions would be given to the Man and Mankind in the meaning of their three principal components cosmo-physical (spiritual), biological and social. Practically speaking all existing laws structurize only the social component and role of the Man and Mankind, virtually ignoring the rest of the components that appear to be the main ones.

In our age of space exploration the science achievements allow us to introduce into the legislative sphere and practice biological as well as cosmo-physical (conscience-spirit) components defining the role of Man and his life activity. Bringing such definitions in its new document “the Noosphere Constitution for the Mankind”, we come to realization of the new quality of life on the Earth, to global change of conscience responding to the demands of Nature itself. We can not but greet the fact that the EXPO-2005 bears a slogan: “Wisdom of Nature”. In this context we should bring his worth to MM Toyoda Shoichiro and Toshio Nakamura of the EXPO management who appealed to the whole world to turn their faces the nature. The stand established in the Russian Section of the EXPO – 2005 displays principal aims and tasks of the Noosphere Constitution for the Mankind. They read as follows:

- conservation of Mankind as unitary, universally meaningful civilization;

- establishment and introduction of legal basics of the life activity of mankind and protection of the Planet as complex space ecosystem;

- creation of favourable conditions for the life activity and social development of civilization;

- establishment of balance of the rights and freedoms, of responsibilities and duties of participants in the future universal order on the Erath and in the Space;

- establishment of the universal peace, termination of wars and violence (this item of the Noosphere Constitution is fully compatible with the aims and tasks put before the mankind by the UN Charter, by the Human Rights’ Declaration, by the Peace Declaration initiated by the Hiroshima Mayor, Mr. Tadatoshi Akiba, by Planetary Academic Federation as well as by the non-governmental organisations, which were mentioned in above said);

- establishment of the civil society, maintaining its Planet, as the sacred cradle.

for the first time the meaning of the Man in his three principal components – cosmophysical (spiritual), biological and social will be introduced;
for the first time the MANKIND is being attributed the function of the space-meaningful category with the RIGHTS, FREEDOMS AND RESPONSIBILITY before the society and nature;
for the first time the international legislative document is being created by the world community as the civil initiative, with new realities of the society and nature taken into consideration;
The principal novelty of this document is matching the contemporary international documents, including such as the “Erath Charter” that was discussed at the five continents of the Planet and was adopted and effectuated by the Parliaments of several Russian Regions such as Tatarstan, Kalmykia, Kabardini\o-Balkaria. The Erath Charter is being studied by the schoolchildren of those areas that allow to form there the nature-aware world vision with the teenagers .

We hope that Noosphere Constitution will be given similarly serious consideration worldwide, because the situation in the wide spectre of the mentioned problems deteriorated sufficiently. The damage inflicted to the nature and to the society by unwise human activity was higher than that done within preceding millenniums. The pace of deterioration is bound to increase in the future if necessary measures are not taken immediately!

Dear colleagues, I came to this Forum in the Country of the Rising Sun in search of your support of the following initiatives by the World Assembly:

1. Establishment of the Planetary Stabilisation Fund “Living Earth” to which 1% of the defence (military) budgets of the countries should be deducted . The NSEWA address to the EXPO-2005 participants stresses that for further destruction of the Planet Erath 27 times more money is being spent than for its conservation. Expenditures from such Fund will be monitored and controlled by the international public committee with the NSEWA. The Programs to be performed under this Foundation funding as well as their financial reporting will be supervised by the Council of Tristees to which the most prominent citizens of Earth will be included.

2 . Convocation of the Global Noosphere Forum in 2006 for thorough discussion and adoption of the Noosphere Constitution for the Mankind (the virtual discussion of the Document will be meanwhile maintained through the Internet). It appears symbolical to me that Japan, being epicentre of the world achievements, collected within EXPO-2005 exhibits, the place where Kyoto Protocols were adopted, the country with acting system of uninterrupted spiritual education in Business activity, the Country from where the Sun rises, to move to other countries – this country may become the starting point of the worlds peoples’ unification around decisions to be adopted today to develop and establish for all of them the Universal Noosphere Spiritual-Ecological Constitution. This document will allow all of them to conceive themselves and their place in this world that is to save and conserve the living healthy planet for our common ancestors.

You may look into these documents at the stand of the World Assembly in the Russian section of the EXPO and on the Internet sites: newhumanity.org.ru, pakferma.org/news, and in my monographic book “From Biosphere to Noosphere”, as well as on the CDs and DVDs, you may also read reading books written by Vlail Kaznacheev, Jose Arguelles, Sophia Blank and by other World Assembly acting members.

3. To plant the World Assembly Garden. We together with the Global Meditations Network and the Goi Peace Foundation we would like to ask permission and organizational assistance with the Nagoya Municipality. In such a way we may mark the EXPO-2005 event and to plant the garden in August of 2005 or other time at the Nagoya authorities nearest convenience. We would like to suggest to place in this garden as the permanent exhibitions the Universal Noosphere Spiritual-Ecological Constitution for the Mankind, The Earth Charter, materials and reports by the International Fund “the Living Earth”, the “Universal (Versatile) Cities” Project developed by the Planetary Academic Federation, in order to expedite their implementation into practice. Apart from the World Assembly we would greet the Mayor of Nagoya, the management of the EXPO-2005 and the Planetary Academic Federation into the Organising Committee of this action.

We understand the culture of Japanese for whom the GARDEN has a sacred meaning, would be able to harmonise in such garden representatives of flora from all parts of this Planet allowing and protecting their common existence for long time ahead. Such action would have a symbolical meaning and may attract into Japan thousands and millions of tourists who, after having visited the World Assembly Garden would become proponents of the noosphere knowledge in their countries. Those projects may be joined by all people of the good will from all over the world. . 4. To establish the 25 th of July as the yearly planetary holiday – ‘THE WORLD DAY OF THE EARTH DWELLERS”. The 25 th of July is known to the followers of the teaching of Prof. Jose Arguelles, the prominent scholar, the World Assembly acting member, as the “day out of time” for beginning of the time count according to the Calendar of the ancient Mayas, that is being marked by all conscious people worldwide who realized their involvement into the space cycles and rhythms. It would be excellent if on the 25 th of July every Earth dweller feels himself “a Little Prince” from the well known novel by Antoine de Saint-Exupery and would care to tend his own planet. NSEWA in turn will bring this information to the world community trough the NSEWA representative offices numbered more than 20 in different countries and through the participants of the “Planet of People – New Humanity” Movement that has already bee joined, as I mentioned by more than 2.5 millions of the Earth dwellers. We would find it expedient to introduce this proposal into this conference decisions.
